Perform the following actions if you face this error

[Error] issue while assigning records number as reference number:

this error massage that appears when user does not have rights on his profile (DU,RM,FA,DM) .

the solution :

give this user (user profile e.g DU,DM,FA ) from system admin | organizational Hierarchy & groups
